However…….
Reading its translation, or tafseer or the Mushaf with translation has different law. Since this kind of text is not seen as Mushaf, so touching it does not require ablution and covering the awrah. But still, respecting the text is important since it contains a holy text not a usual text.

It is better, and is mustahabb, to do wudoo’ before reciting, because this Qur’aan is the Word of Allaah. So it is better to do wudoo’ before reading it as a sign of respect.
Because…..
Reading the Mushaf (the books which only contains the arabic text of Qur’an without any additional notes in every page) requires its reader to perform ablution, just like performing the prayers/ salat. It is stated in the Qur’an surah 56 verse 79: *“None may touch it, except with ablution or pure”* . This means, it is considered as a bad act if you read Qur’an in an improper condition. Also it is unethical to read the Qur’an without covering the awrah either for man or woman. Hence reading the Mushaf without hijab is unethical.
