As a man, when you step out of your home, you will come across two kinds of women.

The 1st:

A woman who has been afflicted with the same ailment as that of the wife of Al-’Azīz, chief minister of Egypt. So, you would find her having beautified and perfumed herself, as if she were saying to you:

“هيت لك
” (Come to me, O you !) [Sūrah Yūsuf – 23]

The 2nd:

A women who conceals her beauty and adorns proper clothing (hijāb).  She has not come out of her home except to fulfill her essential needs. It is as if she were saying (as the two women said to Mūsā عليه السلام):

“We cannot water (our flocks) until the shepherds take (their flocks). And our father is a very old man” [Sārah Al-Qaṣaṣ – 23]

So with the first type, behave like how Yūsuf (عليه السلام) behaved; restrain your gaze and say “معاذ الله” (I seek refuge with Allāh! / Allāh forbid!)

And with the second type, behave like how Mūsā (عليه السلام) behaved; offer your help with utmost respect and move on with your work.

As Allāh said about what Mūsa (عليه السلام) did … “So he watered (their flocks) for them, then turned away towards the shade” [Sūrah Al-Qaṣaṣ – 23]

The chastity of Yūsuf led him towards becoming the governor of Egypt and the chivalry of Mūsa became the reason for Allāh granting him a righteous wife.
